In the letter sent to FIFA, Algeria’s complaint specifically refers to the controversial first-half incident against Lionel Messi, in which Messi is alleged to have subbed captain Issa Mandi, but no action was taken.
Algeria complained that Messi was called for a red card, but the referee did not take any action. Messi also scored a hat-trick in this match.
